Overview

DevTech is looking for a Business Analyst to work as an institutional contractor on the USAID Analytics, Data, Visualization, and Information Services 2.0 (ADVISE Bu2.0) project. ADVISE 2.0 staff comprise much of the USAID Data Services team, led by USAID’s Chief Data Officer (CDO) and situated in USAID’s Bureau for Management, Office of the Chief Information Officer (M/CIO).  

 

The Business Analyst will work with the Bureau for Humanitarian Assistance (BHA). Overall, this role will support BHA decision makers understand processes for decision support platforms, data products, and technical assistance related to digital transformation. The BA must understand all BHA data products, data graphics, and can use the team’s data visualizations in their decision-making process. The BA will serve as the bridge between the development team and clients and ensuring the development and customization of our BHA’s data and information services products under this buy-in meet Agency and end-user needs. The BA will develop, document, and maintain design requirements, modifications, and conceptual mock-ups, and work with the development and other teams as necessary to ensure proper integration.    

 

This position’s place of performance is Washington D.C. with the options for generous U.S. based telework or remote work.

Responsibilities

  • Lead documentation of project business processes and manage documentation, such as Scope of Works (SOWs) for system use cases, requirements matrices and documentation, standards, architectural description documents, standard operating procedures, process flows, etc.  
  • Engage with customers to understand their data management and data science needs and their analytic use cases and to communicate the capabilities and services into application solutions. 
  • Engage with customers to support the drafting, review, and refinement of a product vision and roadmap for empowering customer’s data science capabilities. 
  • Engage with customers to support the drafting and/or review of initial requirements and documentation of customer use cases. 
  • Engage with customers to understand their data sources and create an inventory of sources. 
  • Collaborate with project stakeholders to understand customer in-take of data management and data science demands and articulate their analytic and data requirements and surface relevant data to support these requirements. 
  • Engage and collaborate with project stakeholders to ensure that customer engagement and management processes align with broader USAID M/CIO standard processes. 
  • Manage and organize projects, project artifacts, and monitor performance. 
  • Assist in integration testing, user acceptance testing, and data validation and verification. 
  • Maintain relationship among the customer, project stakeholders, internal teams, and experts within the USAID M/CIO office. 
  • Provide basic technical advising on data and analytics.  
  • Design and maintain engagement and success metrics for data products.  
  • Lead demo and feedback sessions to ensure user success and product feedback.  
  • Design and implement a promotion and dissemination strategy to drive user engagement.  

 

General: 

  • May be requested to be on-call or serve as needed on Washington-based Response Management Teams (RMTs), which provide services and support to Disaster Assistance Response Teams (DARTs) deployed in response to disasters. The duties on RMTs will vary.  
  • As needed, may serve on temporary detail within the bureau to meet operational needs during staff shortages. Duties performed while on detail will be aligned with the Team’s existing duties and responsibilities and will be directly related to the scope of work provided.  
  • In compliance with USAID and contractor policies and procedures, consistently model behaviors that demonstrate a commitment to fostering a non-hostile work environment free of discrimination, bias, unfairness, exclusion, offensive behaviors, and harassment of any kind.

Qualifications

  • Bachelor’s degree in business, computer, information science, or a related field. 
  • 11 years of experience in a business analyst role for a data product team or similar role with a focus on data products. Education may substitute for years of experience.    
  • Excellent planning, organizational, and time management skills. 
  • Excellent communication skills.  
  • Experience data product adoption.  
  • Experience measuring user engagement.  
  • Experience with human centered design approaches.  
  • Excellent attention to detail.  
  • Desired experience with Tableau or similar BI package.  
  • Experience creating detailed reports and giving presentations 
  • Fundamental understanding of data management and proper architectural concepts 
  • Excellent interpersonal skills.  
  • Ability to work well in a diverse team.  
  • Current Secret security clearance preferred.
