Overview

DevTech is seeking an experienced and dynamic subject matter expert with an expertise in non-state armed groups and armed actor research to support an ex-post evaluation of US Government programs in Iraq, Nigeria, and Venezuela. Specifically, this evaluation will assess the effectiveness, impact, and sustainability of these programs to inform and enhance the design and implementation of current and future US Government initiatives.

 

Responsibilities

  • Participate in high-level meetings with the donor and program implementers as necessary throughout the evaluation.
  • Support a thorough Desk Review to inform the final evaluation methodology and the corresponding data collection instruments. The SME will drive the collection and review of relevant project documentation, policies, sector-specific thought leadership, and explore programmatic needs in the sample countries.
  • Provide technical expertise and support project evaluation efforts, including development of tools and resources to support data collection, data analysis and report writing.
  • Contribute to the collection of qualitative data, responsible for carrying out 50% of the data collection effort through semi-structured KIIs, FGDs, and in-depth interviews.
  • Support the drafting of project deliverables, providing specific insight into program and country context, including: a detailed Inception Report outlining evaluation logistics and methodology; an Interim Report providing key lessons learned; and a draft and final Evaluation Report.
  • Assist in the planning and execution of a Validation Workshop and Oral Briefing to outline evaluation results to relevant stakeholders.
  • Perform other activities as assigned by the Team Lead.

Qualifications

  • Advanced Degree in a relevant field;
  • Substantive knowledge in the areas of armed actors and fragile operating environments;
  • At least 3 years of experience collecting, analyzing and reporting on data and implementing research for donor-funded programs;
  • In-country or regional experience covering Iraq, Nigeria, and/or Venezuela.
  • Strong organizational skills and ability to prioritize and multi-task while meeting all internal deadlines;
  • Strong interpersonal and communication skills, including the ability to write reports and presentations to communicate effectively about technical concepts;
  • Proficiency in Microsoft Word, Excel, Outlook, and Adobe Acrobat; and
  • Fluency in spoken and written English, with demonstrated ability to write quality reports and deliverables.
