Overview

DevTech is recruiting for a Data Governance Specialist to work as part of an agile team, supporting our client, the Office of the Chief Information Officer. The Governance Lead will work with a portfolio of data projects to organize and implement policies, procedures, and standards, for the effective use of the client organization’s information assets. Governance topics include strategy for data ingest of internal and external data sets; agreements between entities for data sharing; and data risk management. 

 

In collaboration with USAID data risk management stakeholders, develop, manage, maintain, and mature information and data risk management standards that meet at a minimum the following criteria: 

  • Align with USAID’s existing risk management strategies, standards, and best practices. 
  • Align with USAID’s Enterprise Risk Appetite Statement and establishes mechanisms to connect risk appetite statements about data release with standardized risk tolerances. 
  • Incorporate well-established standards and best practices from other federal agencies, academic institutions and communities, industry, and other third-party standards organizations. 

 

The Data Governance Specialist will be responsible for contributing to the master data domain(s) keeping with or enhancing existing data governance policies. Seeking an individual who not only values the importance of Master Data Management but understands the process and has had direct experience standing up a domain.    

 

Projects vary from requirements gathering only, through design and implementation of new data domains and products.  This role includes both hands-on technical work and stakeholder collaboration work. 

Responsibilities

 

Expected duties and responsibilities includes: 

 

  • Work with the Sr Data Architect to formulate data governance approaches, identify tasks/action items 
  • Document and update requirements 
  • In collaboration with USAID data risk management stakeholders, develop, manage, maintain, and mature information and data risk management standard operating procedures that meet, at a minimum, the following criteria: 
  • Meets USAID M/CIO Process and Quality Management (PQM) standards and formats for standard operating procedures. 
  • Clearly and succinctly outlines the overall information and data risk management strategy and methodologies. 
  • Clearly and succinctly describes individual risk management procedures and practices. 
  • Employs easy-to-understand visual aids and graphics (e.g., business process flows, stakeholder maps) to communicate process information. 
  • Identifies methodology components, processes, and practices for improvement and continued maturation and/or modernization. 
  • In collaboration with USAID data risk management stakeholders and USAID data governance, develop, manage, maintain, and distribute data risk management outputs and products that USAID B/IOs and Missions can use to develop information and data risk management capacities and perform some elements of risk management. These outputs and products include but are not limited to: 
  • Information and data risk management standards. 
  • Information and data risk management standard operating procedures. 
  • Information and data risk management operational guide (e.g., a data deidentification guide for USAID staff). 
  • Information and data risk management best practices and considerations. 
  • In collaboration with USAID data risk management stakeholders and USAID data governance, develop, manage, maintain, and distribute data risk management outputs and products that USAID staff can share and use with USAID’s implementing partners to manage USAID-funded data responsibly according to 47QRAA23D003U/72MC1024M00002 

 

Outputs and products include but are not limited to: 

  • Information and data risk management standards. 
  • Information and data risk management planning guides for USAID implementing partners. 
  • Information and data risk management best practices and considerations for USAID implementing partners. 

Qualifications

 

Required qualifications include: 

 

  • At least 2 years of direct, recent, hands-on experience with Master Data Management:  
  • Experience with ETL and ELT concepts using Informatica Data Quality  
  • Experience with generating Rules for Data Discovery  
  • Experience gathering and documenting business requirements  
  • Experience with applying data cleansing to new data domains  
  • Experience with Oracle complex SQL queries and views  
  • Ability to take initiative on broad directions (does not require continuous hands-on management)  
  • Understanding of data models, i.e., 3rd normal form, star, snowflake  
  • Ability to translate technical concepts and terminology to laypersons  
  • Able to facilitate meetings as necessary  
  • Able to generate documentation, as needed  
  • Willing to learn new technologies  

 

Preferred qualifications include: 

 

  • Erwin Experience   
  • Oracle SQL   
  • AWS Familiarity   
  • Azure Familiarity 
  • Databricks Familiarity 
  • Current Secret security clearance preferred.

The candidate must be a U.S. citizen to qualify for the required U.S. government security clearance for this project.
