Overview

To identify best practices in national labor mobility programs to guide national governments interested in developing or improving their capacity to connect eligible citizens with work-abroad opportunities in destination countries in the Western Hemisphere and beyond.

Responsibilities

Best practices will include regulatory frameworks, management schemes, training schemes, and governmental coordination, as described below: 

 

  • Labor mobility regulatory frameworks: including recruitment protocols and processes related to costs to migrants, employers and recruiters, practices to promote transparency, worker protections, legal recourse for workers, regulation of private recruiting agencies.    
  • Management schemes: including vetting/processing, database and information management, recruitment and outreach, monitoring and evaluation frameworks, support to workers while abroad, support for workers upon return, connecting markets (labor supply and demand), mechanisms to address fraud and misinformation. 
  • Training schemes: including private sector engagement and collaboration with international agencies, labor rights training and protection mechanisms, pre-departure training and orientation 
  • Governmental coordination: including national strategies and promotion of labor migration opportunities for women and other groups and other. 

The selected consultant will work with DevTech and USAID to develop: 

  1. A PPT deck (30 to50 slides) /toolkit in English based on research, analysis, and interviews with public institutions and other relevant actors. 
  1. Its version in Spanish 

 The document will include best practices from the following examples, depending on the availability of data: 

  • El Salvador and/or Guatemala 
  • Jamaica 
  • Mexico 
  • South Africa 
  • Philippines 
  • Others as identified 

 

The toolkit could be structured per topics, each topic comparing country examples, as follows: 

Best practices in regulatory frameworks 

Best practices in government coordination 

Best practices in recruitment processes – including stakeholder engagement 

Best practices in training schemes including stakeholder engagement 

Best practices in data management -including M&E 

Scope of Work

Final Products: (1) a toolkit PPT deck in English, and (2) its version in Spanish

Duration: Short term (STTA), between October 1 and December 20, 2024.

Qualifications

Minimum Qualifications: 

  • MA in Governance, Economics, or similar social sector.  
  • Demonstrated experience producing and sharing research reports and other documentation for policymakers and practitioners use  
  • Experience in operating or designing labor mobility systems and governance structures.  
  • Demonstrated understanding of how labor pathways are developed and the role of different actors (sending country national government, receiving country national government, employers, recruiters, and temporary workers). 
  • Well‐connected to labor mobility experts and networks  
  • Extensive work experience in Latin America. 
  • Language Proficiency: Fluency in English (level IV) and Spanish (level IV) 

 Preferred Qualifications: 

  • Practitioner or academic with familiarity with migration and or youth workforce development and education outcomes in the LAC region.
