Overview

DevTech is actively recruiting a Deputy Director of MERL to provide leadership across four key areas: (1) project technical implementation and management; (2) business development; (3) staff engagement; (4) communication. The essential responsibilities below will be reflected in measurable performance targets that include minimum, expected and reach goals.

Responsibilities

1) Practice Technical Implementation and Management: In collaboration with the Director of MERL, the Deputy Director bears responsibility for the successful performance of existing awards. The Deputy Director will both coordinate support and provide direct consulting services (technical assistance or training) on DevTech contracts in the areas of monitoring, evaluation, learning, and other areas commensurate with their expertise. Success will be measured through project delivery (reflected through client feedback and contract internal rate of return and the achievement of predetermined targets) of existing awards.

 

2) Business Development: In collaboration with the Director of MERL, the Deputy Director bears responsibility for the successful capture of new MERL projects, as measured by awards, that allow the sustainable expansion of the practice. This expansion includes to new areas within existing clients (e.g. new countries or Bureaus at USAID and the State Department) as well as new clients replicate (e.g. MCC,  USDA, etc.).

 

3) Staff Engagement: DevTech Systems is a professional consulting firm, our strength lies in our staff. Hiring, retention, morale, billability, and staff development/growth are a direct responsibility of the Deputy Director. This implies co-leading and co-managing the department ensuring the team is high-performing, well-motivated and committed to the success of DevTech. The Deputy Director is equally responsible for maintaining leadership and management standards that embrace DevTech’s culture of engagement and teamwork. This includes friendly and collegial leadership approaches that win staff over towards delivering company goals. Execute staff performance management, including work performance appraisals and developing short-term and long-term goals, assessment of staff potential, training and development needs. Foster an environment that stimulates and rewards performance, initiative, innovation, open communication and teamwork.

 

4) Communications In collaboration with the Director of MERL, the Deputy Director bears responsibility for the successful communication of the strength of the practice both to the rest of the firm, and to the relevant entities outside the firm, including prospective clients and opportunities that (i) lend visibility to the practice’s work; (ii) create opportunities for professional development for employees at all levels, and (iii) lend visibility to the client’s work.

 

The position is located at DevTech Systems' home office in Arlington, VA, but travel to project sites around the world is expected.

Qualifications

  • Master’s in Evaluation Sciences or in development or a related development field, such as Economics, Political Science, Public Administration, Business Administration, or other discipline related to development assistance required; a doctoral degree is preferred.
  • Minimum of 10 years’ experience in evaluation and performance management of projects; training and facilitation; project management; research methods; and/or project design.
  • Experience working with the U.S. Government, particularly USAID, the State Department, Department of Labor, and or the Department of Defense is preferred.
  • Complete professional familiarity with Excel is required. Demonstrated knowledge of data visualization and analytical tools such as Tableau, PowerBi, Python, and R strongly preferred.
  • Exceptional communication skills, through both digital and written mediums with advanced proficiency in facilitation and consensus building
  • Strong track record in strategic and business planning, including leading organizational transformation initiatives
