Overview

DevTech is looking for a Data Engineer to work as an institutional contractor on its USAID Analytics, Data, Visualization, and Information Services 2.0 (ADVISE 2.0) project. ADVISE 2.0 staff comprise much of the USAID Data Services team, led by USAID’s Chief Data Officer (CDO) and situated in USAID’s Bureau for Management, Office of the Chief Information Officer (M/CIO). The Data Services team's main purpose is to improve the usage of data and information at USAID, so that the Agency continues to ensure its development outcomes are supported by evidence. The team’s work spans the “data lifecycle,” including planning, collection, cleaning, analysis, curation, reporting, and governance.

This position’s place of performance is Washington D.C. with the options for generous U.S. based telework or remote work. 

Responsibilities

The Data Engineer will support a large data science environmentThis environment is envisioned as an easy-to-access IT environment that empowers staff to address mission-critical questions. The environment will provide USAID with access to data, data science tools, and analytical results and visualizations in one virtual space to accelerate the Agency’s use of diverse data assets and cutting-edge technologies to support the Agency’s mission around the world. 

 

The Data Engineer will provide support to the design and implementation of data integration efforts. The Data Engineer is primarily responsible for supporting the curation of datasets and building data pipelines created by nontechnical users (through self-service data preparation tools, for example), data scientists or even IT resources and “operationalizing” data delivery for production level deployments. Additional responsibilities include:  

  • Work with diverse datasets, parse and understand data, work with domain experts, data scientists and analysts in framing the business problem 
  • Provision integrated data quickly from multiple environments into a single instance to support specific use cases. 
  • Assist the Agency with integrating analytics and data science model outputs within business processes and make sense of the results. 

Qualifications

  • Bachelor’s degree in STEM-related or Data Science-related field such as computer science, computer engineering, information technology, statistics, applied mathematics, economics, machine learning, or a related field. 
  • At least five years of relevant experience. 
  • Experience designing and developing data cleansing routines utilizing typical data quality functions involving standardization, transformation, rationalization, linking and matching.
  • Knowledge of data, master data and metadata related standards, processes and technology.
  • Experience with Cloud environments using Amazon Web Services (AWS) and Microsoft Azure.
  • Experience with Cloud data science tools such as Databricks, Azure Data Factory, Trifacta, R Studio.
  • Knowledge of, and ability to implement best practices, using R and Python coding languages.
  • Understanding of the benefits of diverse data storage and management solutions (data lakes, data warehouses, structured and unstructured stores, graph stores), data architecture, data quality processes, data store design and implementation, table structure, fact and dimension tables, logical and physical database design, data modeling, reporting process metadata, and ETL processes.
  • Hands-on experience with data modernization approaches and data ingestion best practices.
  • Experience with international development implementation mechanisms and data environments preferred.

 

The candidate must be a U.S. citizen to qualify for the required U.S. government security clearance for this project.
