Overview

DevTech is currently managing USAID/Indonesia’s Economic Growth Support Activity (EGSA). EGSA’s objective is to assist USAID/Indonesia in strengthening its relationship with the Government of Indonesia (GOI) to support future collaborations. It includes activities on improving the business enabling environment (BEE) for foreign and domestic businesses, supporting USAID/Indonesia with rapid assessments, and providing on-demand support to USAID/Indonesia, GOI, private sector entities, and businesses, including micro, small, and medium enterprises (MSMEs), to support creating enabling conditions for businesses.  

USAID/Indonesia has supported GOI in relocating the state capital from Jakarta to Nusantara Capital City (Ibu Kota Nusantara or IKN) in East Kalimantan. Since July 2022, USAID, through EGSA, has been assisting GOI's Nusantara Capital Authority (NCA) in establishing a Project Management Office (PMO) within NCA's Transitional Team, followed by providing experts to the Deputy of Green and Digital Transformation. In late 2023, EGSA is tasked to provide experts to the office of Deputy for Environment and Natural Resources in NCA.

Responsibilities

This scope of work is outlined for the recruitment of a Forestry/Environmental Law Specialist for the Deputy of Environment office. The specialist is tasked with contributing to the drafting and conceptualization of documents, as well as supporting the legal drafting processes for forestry and environment-related regulations in Nusantara.

The specialist will work under the supervision of the Director for Forestry Development and Water Resources under the office of the Deputy for Environment and Natural Resources in NCA.

Requirements

  • Professional and updated knowledge of forestry and environmental law issues.
  • Experience working on forestry and/or environmental laws and regulations in Indonesia.

 

Services Provided

The specialist will support the Director for Forestry Development and Water Resources in formulating and drafting environmental regulations for the planning and development of Nusantara as a forest city.

 

The specialist's tasks will include but not be limited to the following: 

 

  1. Establish a working timeline and identify the need for policy documents preparation based on the Nusantara Master Plan in the forestry and environment sectors.
  2. Analyze benchmarking studies concerning the enforcement of forestry implementation legislation at the national level.
  3. Prepare a Conception Script for Legal Drafting of the Draft Regulation of the Chairman of the Nusantara Capital Authority on the Implementation of Forestry.
  4. Prepare Conception Script for Legal Drafting of Draft Regulation of the Chairman of the Nusantara Capital Authority on Cooperation Procedures for the Implementation of Protected Areas of Nusantara.
  5. Deliver and present work progress on a monthly basis.
  6. Consult with relevant parties on preliminary study needs.
  7. Prepare a report on the work.
  8. Carry out other tasks related to the forestry/environment-related policy drafting for NCCA.

Qualifications

  • Bachelor’s degree in law with a minimum of 5 years’ experience or master’s degree in law or environmental law or other relevant fields with a minimum of 3 years’ experience.
  • Experience working in forestry/environmental law for a minimum of 3 years.
  • Experience working with the Government of Indonesia, local government, and donors/international organizations.
  • Experience in preparing conception script to legal drafting of Law/Presidential Regulation/other formal regulations.
  • Good understanding of forestry or environmental issues in Indonesia.
  • Good understanding of Nusantara development approach preferred.
  • Able to work as part of a team with flexibility and deliver results under time pressure.

The Consultant will submit their invoice monthly along with the output produced and monthly progress report as attachments to the invoice for review and clearance from the Agreement Coordinator. All deliverables must be prior approved by the client, the Director for Forestry Development and Water Resources, NCCA.  

 

The Consultant will provide services for up to 110 days of level of effort (LOE) from April to September 2024.
