Overview

DevTech is seeking a creative and dynamic Monitoring, Evaluation, and Learning (MEL) Specialist to support the United States Agency for International Development (USAID) funded, Strengthening Democratic Governance (SDG) Indefinite Delivery, Indefinite Quantity Contract (IDIQ) Activity, and its subsequent task orders in Honduras.

Responsibilities

  • Support the management and implementation of the project’s comprehensive MEL Plan(s).
  • Lead data management activities including aggregating, cleaning, visualizing and reporting data to measure the desired outputs and outcomes at the IDIQ and subsequent task order levels.
  • Support Data Quality Analyses in accordance with ADS 201 and work to ensure the quality and utility of performance monitoring data.
  • Collect qualitative and quantitative evidence to support the project’s internal learning and research efforts.
  • Support project evaluation efforts, including development of tools and resources to support data collection, data analysis and report writing.
  • Participate in strengthening the team’s MEL capacity through routine training, ongoing mentorship, and periodic reviews.
  • Support drafting reports, briefs, and/or dissemination materials for research studies, including but not limited to monthly/quarterly/annual performance reports and responses to other requests, as needed.
  • Perform other activities as assigned by the MEL Manager.

The MEL Specialist will work closely with the MEL Manager to guide project activities at all levels and advance USAID’s priorities.

Scope of Work

The purpose of the SDG Activity is to build the systemic accountability and responsiveness of the Government of Honduras (GOH) to citizens, while also strengthening civil society, to increase trust, safeguard human rights, and incentivize Hondurans to remain in their country and participate in their democracy. The high-level expected outcome of this Activity is an improved governance environment in Honduras characterized by greater effectiveness, transparency, and accountability; responsiveness to public needs; and enhanced citizen participation, especially among youth. Achievement of this outcome will strengthen Honduras’ ability to address its persistent development challenges of lack of economic opportunities, insecurity, corruption, and irregular migration while enhancing citizen trust in democracy.

 

Qualifications

  • Advanced Degree in a relevant field;
  • At least 3 years of experience collecting, analyzing and reporting on data and implementing research for donor-funded programs; experience with USAID is preferred;
  • Strong organizational skills and ability to prioritize and multi-task while meeting all internal deadlines;
  • Strong interpersonal and communication skills, including the ability to write reports, blogs and presentations to communicate effectively about technical concepts;
  • Proficiency in Microsoft Word, Excel, Outlook, and Adobe Acrobat; and
  • Fluency in spoken and written Spanish and English, with demonstrated ability to write quality reports and deliverables.
